It's recommended that you review the deprecation notice to determine if your hardware and software components are still compatible with version 10.3.1.

Maximum installation instances
You can install a maximum of 21 instances of ArcGIS 10.3.1 Web Adaptor on a single machine. If more instances of 10.3.1 are required, you'll need to install them on a separate machine.
If you have earlier versions installed on the machine, you are not required to uninstall them. For example, you can have 5 instances of ArcGIS 10.3 Web Adaptor and 21 instances of ArcGIS 10.3.1 Web Adaptor installed on the same machine. The maximum value only applies to instances of the same software version.
Microsoft .NET Framework 3.5 SP1, 4.0, and 4.5 support
ArcGIS Web Adaptor requires Microsoft .NET Framework 3.5 Service Pack 1 (SP1), 4.0, or 4.5 in order to be installed. Each supported version of Microsoft .NET Framework is available for download on the installation media. However, on Windows 7, Windows Server 2008 R2, and Windows Server 2012 R2, Microsoft .NET Framework 3.5 SP1 must be installed using Windows Features. Follow the instructions below to install version 3.5 SP1 on Windows 7, Windows Server 2008 R2, and Windows Server 2012 R2:
Windows Server 2012 R2
Open Server Manager > Manage > Add Roles and Features. Choose Role-based or Feature-based installation, and choose Server. Enable Web Server Role (IIS). On the Select role services dialog box, verify components, verify settings, and click Install.
Windows Server 2008 R2
Open Server Manager > Features > Add Features. Enable and install Microsoft .NET Framework 3.5.1.
Click Control Panel > Programs and Features > Turn Windows Features on or off. Enable and install Microsoft .NET Framework 3.5.1.
Microsoft IIS required components
ArcGIS Web Adaptor supports IIS versions 7.0, 7.5, 8.0, and 8.5. IIS must be enabled along with specific IIS 7.0, 7.5, 8.0, and 8.5 components. The setup will not proceed if IIS is not detected and specific IIS components enabled.
If you already have IIS 7.0, 7.5, 8.0, or 8.5 installed but are missing required IIS components, the setup will display the IIS requirements verification dialog box. This gives you the option to allow the installation to automatically enable any missing required IIS components. To do this, click I agree. To learn more, see Automatically enabling IIS components.
